Edit: If you have 1k mana (which seems easily achievable with dual wizzies and super high bo) and a level 42 war cry (51 mana) you can cast that a solid 20 times before you run out of mana, ignoring regen or potions. Not ideal, but not infeasible.|||So if you are stuck with 200 fcr there is no choice. I tried it and it's pretty much fail build, at least in matcups that I tried it against.
200fcr/48fhr would be core of build.
From helm you can build rest of your character � 3 choices here � 1.07 Valk, Griffons and 3warcries/20fcr/2os circlet. 2 holes matter more then raw stats probably since your resist will be high with dual wizzies that you will be using no matter what, natural resists, torch and anni.
With each of helms you can play a bit more with your setup � allowing flexibility in amulet slot. 3/20/2 needs 20 fcr ammy for 200 fcr, Griffon 15fcr on ammy and Valk only 10.
I'd say that 3/20 > Valk > Griffons.
Helm: 3/20/2, Griffons, Valk (Sur, Shael or 20mana/7fhr jewel for sockets)
Amulet: 2/20, 2/15, 2/10 ofc mana would be best mod, but even plain ones should work. You can also go for less or no skills if 20 fcr ammy has nice mods like dex for wizzies, life or mana.
Weapons: Dual Wizzies. 20mana/7fhr jewels or 15@/7fhr if you feel rich.
Armor: Enigma
Rings: 2 x Bahamut's ring of apprentice (10fcr/90-120mana) baring some sicko 10fcr/60life/90mana crafted ones

Gloves: Trangs/Magefist � your choice
Belt: Arach
Boots: I'd vote for 65 life Waterwalks cause they add ton of life + 15 dex that is needed to carry Wizzies. If you can find perfect stat torc/anni then 15 dex from Walks would make total 75 dex for your char for wizzies without any dex investment.
Switch either insight staff (you loose 200fcr that way) for longer duels or BO switch.
Depending on your sockets and how much fhr you gathered fill inventory with couple singing of balance GCs and fhr/mana SCs to reach 48fhr, rest lifers and use life/mana small charms.
You should have ~6500-7500 life and 1800 - 2300 mana. Depending on perfect/non perfect gear.
It goes without saying that this char has some (actually a lot) of impossible matchups since Warcry is blockable, does low dmg and can be further reduced with %DR.
Hope this helps..|||Well, I play ladder so no .07 valk for me. And yeah, I think it'd mostly only work against casters, who often have slow fhr making them easier to lock up, and also don't always have max block or max dr. Against smiters, barbarians, wolf druids, just about any melee chars I'd be dead.
